Frank has 19 1/3 pounds of cookies to sell at his school's bake sale. He wants to divide the cookies into 24 small bags before selling them. If Frank can fit 2/3 pound of cookies in each bag, how many pounds of cookies will be left over after he fills all 24 bags?
