When there is a conflict of what to do first, do them in order as they appear from left to right. So with this, that would be brackets first (19 equals 8), then exponents (3^4)=81, then division (12/3)=4. So what you're left with is 81+4+8 (remember that subtracting a negative number is the same as adding the positive) which would be 93.
