I'm doing financial model (to forecast revenue and cost), but there is no historical figure to be based on. Can i use comparable companies figure? Or Can i use some judgement or realistic figure for the first 5 years (certain) and use these variables to forecast another 15years (uncertain) using regression?

The answer is yes to both options... Ultimately, you are making forecasts for the future and you have to use whatever information you have - historical, fundamental, industry wide, judgment - to make your estimates
