ok lets use x = 0 and find a value for y.
9(0)-8y=-21
-8y = -21
y = 21/8 (0,21/8)

21/8 = 2' 5/8

when y = 0 x = what?
9x-8(0)=-21
9x = -21
x = -21/9 (-21/9 , 0)
-21/9 = -2' 3/9 = -2' 1/3
