Well what you add to the x is how many units the function is moves to the left. What you add outside is how many units up. So f(x)=2|x-h|+k has been moves h to the right and k up. Since the vertex was originally at (0,0) its not at (h,k)
now at (h,k)
so the vertex is 0,0
Its originally (0,0) on the graph y=|x| but since you did that stuff to it, it moved to (h,k) where f(x)=2|x-h|+k. In this case h=-2 and k=8 so the vertex is at (-2,8)
okay does it open up or down and is it narrow or wider
If the number in front of the absolute value is positive, then it opens up. If negative it opens down. If the absolute value of that number is greater than 1, then its narrower. If the absolute value is less than 1, then its wider.
