A decimal is out of a multiple of ten. You use the number as the numerator, and if the decimal goes out to the tenths place the denominator is 10, if it goes out to the hundredths place the denominator is 100, etc. Percents are fractions out of 100 so you just use 100 as the denominator.

If you want dec to frac.... times it by 100/100, and the reduce it If you want percent to frac, you need to divide the percent by 100, and which will give dec, and then times top and bottom by 100/100 and then reduce.
