i find myself using the ratio test ALOT to figure out if the series is converging or diverging...are there any situations where this wouldn't work??

    yes, when the L = 1, then there's no conclusion and it wouldn't work .

    then you'll have to use other methods, such as AST, Comparison test, limit comparison test and so on
