Most explanations I've come across are details of what monitors do. They are very dry explanation since they don't describe why monitors possess the attributes that they do (like why is the condition variable lacking a value? What does it mean when a thread enters a monitor? I thought they called a monitor, etc...).

Looks like they are primarily used to monitor other threads or values in a multi-threaded environment so that the thread that is using them knows when it's safe to continue processing.
