...17!/13! = 17*16*15*14
then you divide by 4!
4! = 4*3*2*1

okay, you start with 12 students to choose from for President, so there are 12 possible outcomes, once you pick a president, there are only 11 students to choose from, so it goes until all the positions are filled:
