    It looks hard because of the big numbers but actually I think it is pretty easy. 303,824,640 is the total population 6,549,224 this is Washington 303,824,640-6,549,224 =297275416 (this is the US population that dont live in Wash) A probability is always the good outcomes/all outcomes. So the answer is 297275416 /303,824,640= 0.978444
