Some states allow voters to propose constitutional amendments. Which choice best describes the process by which a voter can get an amendment change proposal to a ballot?

    A.A voter can address the state legislature with their proposal. A special committee is set up to research the proposal. If all of the committee members agree to the proposal, it is placed on a ballot for voters to decide on it. B.A voter can write a letter to their state representative. The state representative then appeals to the state legislature to have the issue put on a ballot for voters to decide on it. C.Voters simply add their proposal to the ballot on election day. D.Voters sign petitions in favor of a proposal to amend the constitution. The proposal goes to the ballot for approval by voters

    Generally speaking (for example, in California), D is the approach. It's usually called a referendum.

    The answer would be D. That's how most states do it. Even in other democratic countries.
