because the graph has a maximum at 5 , it cannot go above 5 if it does it is an imaginary number

here is an explanation if you like. for any value of x, $x^2\geq0$ so the smallest it can be is 0 if x = 0. therefore $-3x^2\leq 0$ and the biggest it can be is 0. therefore the biggest $-3x^2+5$ can be is 5, which it is if x = 0
