You should begin by addressing the people out there so they are aware that your speaking to them not the wall.

Either one is addressing the people you're talking to, but depending on how formal the speech is it might be better to start with a quote or a story to engage your audience. If you're running for public office or something you might address your audience first, but even then you don't have to. If you're giving a class presentation, some teachers prefer you don't get too personal. No "I's" and "we's" or "us's"

I agree with Pyro... a quote might sound kind of pompous and then you would have the people thinking about the quote instead of listening to what you're saying next. Addressing the audience is friendlier and more engaging.

I think that you can start anyway you want, as long as it is grabbing the attention of your audience and addressing what you will then proceed to talk about.

Some effective speakers do start with a joke to get the audience on their side. You have to be able to pull it off. It is safer to start with a quote.
