I was wondering why the ask question doesn't have the math and draw buttons like reply?

Also don't the questions and answers need to be organized according to the number of replies and vote ups apart from updated time?
This feature was requested before and I believe was considered a good one to put on the roadmap for enhancement.

Questions are currently organized by created date, although they display the most recently updated time. We have heard many requests for adding the reply tools to regular questions. It's currently being considered, but we have a few things more pressing at the moment honestly. I think in time, we'll get to it though.
I have also suggested this feature before. But some people seem to be able to add fractions to their questions. How is it possible?
You can always explicitly type math into your question and it will be rendered in the right pane (though not on the left side). How to display these in the left pane is one of the primary complications that's meant we haven't really looked into it yet.
