Pierre Charles L’Enfant was the original designer. He also created the spoke and wheel design of Detroit. However, the idea was changerd slightly in 1792 due to a dispute with Andrew Ellicott, the boundary surveyer, the design was ultered and ultimately used without L'Enfant being included in the final approval.
