A city state is an autonomous region not governed by anyone else. Italy had a lot of them in the Middle Ages. But cite states themselves can have different forms of government.

To repeat: A city state is an autonomous region not governed by anyone else. Italy had a lot of them in the Middle Ages. But city states themselves can have different forms of government. They can be monarchies, democracies or oligarchies.
