the graph of a quadratic function (a parabola) has x-intercepts -1 and 3 and a range consisting of all numbers less than or equal to 4. Determine an expression for the function.

    well the solution is simple.... is (x +a)(x+b) gives intercepts of -a and -b in your problem use (x +1)(x-3) and expand... The parabola is concave down because the range is less than or equal to 4.... So you need to know how to handle that fact
