    A is the answer. The steelworks were... "steelworks" is plural so you can't use was(was is singular)

    B. is correct for the same reasons as the first Eighteen inches are...("is" is singular and inches is plural)

    I wouldn't have a problem using any of those sentences though, they all seem correct. I would use each one depending on how I come to think of it.
