    2/3, as x approaches infinity, y will approach 2/3

    divide top and bottom by x^2 gives 2/3 so thats the horizontal asymptote

    horizontal asymptote is when \[x \rightarrow infinity\] so divide top and bottom by x^2 to get \[y= {2 \over 3+{16 \over x^2} }\]

    Assuming, of course, that the 16 is in the denominator.
