If there is, it's usually 'because that is what the equation predicts' or 'because that is what is observed experimentally'. If you want an intuitive answer to everything QM is not for you. Basically, you could say quantum fluctuation occurs because of the Heisenberg uncertainty principle. Velocity and position cannot be perfectly defined, so the energies associated with the particles is not perfectly defined either (or is subject to change for short amounts of time at least).
