do you see the tenths position? It has a 4 in it. Look at the number after it. Is it 5 or bigger?

the rule is : if the number after the 4 is 5 or bigger, make the 4 a 5. if the number after the 4 is less than 5, just keep the 4.

when they ask for round to the nearest tenth, the answer must have only tenths (just 1 number after the decimal point)

what is the original question? you have What is this rounded to the nearest tenth? but it looks like the answers are all rounded to the nearest hundreth if it is to the nearest hundreth then we must round 13.416 by looking at the number after the 1. It is 6. so round to 13.42
