Think of the difference between a driving/flight simulator and a SNES/GBA emulator; the flight simulator simulates flight physics and controls etc, but it will cannot ACTUALLY get you from point A to B, whereas the machine emulators can not only perform the same functions as the original machines, but also run the same original software.
