Everybody is a genius. But if you judge a fish by its ability to climb a tree, "it" will live its whole life believing that it is stupid. In this quote, the "it" i have enclosed in quotation marks, indicates, that the idea is stupid, or the fish itself is stupid?

"It" here refers back to the fish: ". . . the fish will spend its whole life believing that it is stupid."
