Impulse is change in momentum, p = mv, hence $\frac{dj}{dt} = \frac{d \ }{dt} (mv)$ which is force.

Usually in fact we define impulse as $j = \int F \ dt$ Hence by the Fundamental Theorem of Calculus, $\frac{dj}{dt} = F$
