Basically, we were getting many reports of users deleting their questions so they could keep the "first question" tag, or just deleting their question once it was answered. This deleted a lot of people's work and made it very hard for moderators to do our jobs. It also messed with medal counts, and I believe experience counts, so that function was removed. Instead, you can edit your question if you make a mistake, but you can no longer delete it. Moderators can still delete, however.
