lets use 60 employees as an example. at least 40 employees earn 25000 at most 20 employees earn 35000 40(25000)+20(35000)=$1,700,000 $1,700,000/60=$28,333.33 AT MOST for the average salary. If there are more than twice as many employees then that average salary gets closer to $25,000
