Doppler Effect is the apparent change in frequency of wave due to relative motion between observer and source.

correct. as a result of this, each observer, if standing still, would detect the wave at the same frequency if they are all receiving the wave from exactly the same angle of approach from where the wave is being emitted. of course, if the wave is being emitted from a moving source then, this could only be possible if they were all occupying the same space at the same time. otherwise, as the object making the wave passed by, the changing angle of the object with respect to the observers would cause each observer to hear the wave at a different frequency at a fixed point in time but, they would each hear the changes in frequency equally in magnitude and pitch as they cascaded from high to low as the object passed. only, the time at which they each heard the difference in pitch would occur in succession depending upon the speed of the object emitting the wave. whoever was in line first would hear them first, whoever was in line last would hear them last, for example. at least, thats the story im going with. Ha Ha. hope this helped.
