Tidal forces are due to a difference in force across a body. So, for example, imagine something pulling on one side of your body with more force than on the other side of your body. You'd feel like you are being "ripped" apart. Tidal forces are similar in that they are caused by this DIFFERENCE in force. The reason that the moon has more of an effect on Earth's tides is because it's closer. If I'm not mistaken, the Sun exerts a higher gravitational force on the Earth than the Moon. However, that force is basically the same on both sides of the Earth (Because the Sun is so far away, the distance from one end of the Earth to the other isn't very large by comparison). But, because the Moon is closer, the distance from one end of the Earth to the other is large by comparison, and a difference in force arises. Then the Earth gets "ripped" like I said.
