I actually would say, if this is world war one, then the answer is B. Wodrow wilson demanded that the people of germany oust Kaiser Willheim the second before negotiating peace, and established the weimar republic, largely responsible for the subsequent depression and war.

Wilson's 14 points weren't actually implemented, though, since France and Britain wanted to completely take Germany out of the picture, so they forced them to demilitarize. i would go with A

Since WWII was unconditional surrender, turning over military wasn't a requirement, it was simply seized. Therefore, I would think you are referring to WWI, thus making the the answer "A".
