In a way that's true. Roosevelt's opponents didn't want America to get involved in another war. There was a lot of resistance to even helping Europe out when the war started.
But the Depression made things a lot worse around the world. It made many people desperate for solutions, especially in Germany where their money was essentially worthless. The Depression made their problems even worse opening the way for someone like Hitler to take power by promising to solve all their problems.
