    A rectangle with sides parallel to the axes, will have vertices: (x1, y1); (x1, y2); (x2,y1); (x2, y2). You have been given x1=10, y1=-9, y2=-3, x2=13. The only missing point is x2,y2 which will be (13, -3). This is choice A.
