Visual Basic is a programming language. Visual Studio is an IDE. For a database-oriented app, you could use both! :-D You would open up Visual Studio and use Visual Basic .NET to write an app that interacts with some database. For references, I haven't looked further than Microsoft's Developer Network: http://msdn.microsoft.com/en-us/
