It does. THe line "describes y as a function of x" means that the value of y is given using x. See how the y-value is given using x's?
@Calcmathlete I understand that it is a function but dont know how to explain it or how to even work it out to get to that answer.
The relation is function if for every real number in the domain, there exists exactly one corresponding in the range. (We could have two numbers in the domain with the same corresponding in the range but not the other way around.) Since every x gives only one y, y is the function of x.
