It's just a new program to help motivate students to work harder in school. The idea is that you get sponsors (relatives, friends, etc.) that will pay for you if you meed an educational goal. If you make the goal of getting an A on your next math quiz and succeed then it is expected that your sponsors will pay whatever they said they would. Hopefully that helps clear it up.
