    Yes; the culture fair 'encourages' people to dress up and share their Heritage. So it would probably be 'tolerance'.

    'Propaganda' has a negative connotation in that it's a means of 'tricking' people into doing/believing something.

    Yeah, holocaust is way too extreme. 'Scapegoat' refers to blaming someone for all things that go wrong, so it doesn't fit. 'Responsibility' would be best, because the person is 'taking care' of the new student.
