Mods are chosen based on their standing in the community and our ability to resolve difficulties, not create them. We are also usually experts in some field or other so we are able to resolve intellectual problems as well as social ones.

It does not necessarily matter, no. SmartScore takes into account far more than just intellectual and social ability, and we can occasionally identify users who are great at managing the community before they get a chance to reach a high SmartScore.
