do you mean changing the hosting of your wordpress website?
if yes, just copy all the wordpress files and folders at your original host and dump them at your new host. Take the mysql database dump and populate the new database at the new host. Open the database and modify wp_options table. Just a couple of things. change the wp-config file and change passwords, database host and other stuff. Try to access the website at new address and you may still have to fix somethings for the themes and stuff. This should do it.
Wordpress has an option to export posts.. not sure about settings. It should be under tools.
