how do i make a program that is similar to census?

    Essentially programming is a repetitive process of decomposing ( breaking down ) a problem and designing/finding structures to hold and process it's data. If you keep decomposing a problem, you'll end up writing the code. Figure out how a census is done in the real world, and keep breaking down the parts into broad functions, into functions, into small very specific functions and finally into the code of the program.
