so if i am rotating clockwise do i put the positive angle? and if i am rotating anti clockwise do i put the negative angle?

anticlock wise > positive angle

you can take for example 90 degrees so the matrix is 0 1 1 0 if you apply it on 1 0 you get 0 1 which is 90 anti clockwise
