how does disability access show that there is decentralized and centralized tension even to this day.

    This is a simple issue of federalism. The national government imposes national environmental laws that states must follow, often these are unfunded mandates. which means that to meet the standards of the EPA, the state must spend their money from their tax base...the same logic applies in the other two areas. Since there is no "national police" to control the legal and illegal distribution of firearms will have to be handled by the state police....once again...costing states money....state buildings and private buildings have to be built to accommodate people with disabilities..since these people are protected by the Americans with Disabilities act...their civil rights cannot be violated so they have to have equal access...(equal protection 14th)...once again costing states money to retrofit buildings, streets, etc so if the national government has a national policy (central government) the states have to meet the guidelines created by the law or face fines or suspension of federal funds (decentralized)
