    3.an inability to establish a diverse industrial economy because 1. affects poverty as less water is available 2. a sudden decline in unemployment reduces wages (hence poverty) 2. drastic increase in population ~ makes prices increased as shortages occur (making it more expensive so that some people can no longer afford ~ making increased poverty)
