NotSoSmart01 has the best answer. The North American Union's been an idea that has floated around for awhile and it focuses on economic unity between the three countries to the point where talk about the "Amero" -- a single currency for North American like the Euro is for the European Union -- had come up. Nothing came of it, though you can see signs in certain things such as NAFTA having that kind of influence.
