It outlines the duties and restrictions of each branch. The president(who belongs to the executive branch) enforces the laws and the judicial branch makes sure that everything is constitutional. I'm really sorry if I'm misreading what you're trying to say.
I'm just saying that the appointed officials and and the president are under executive branch of government and the president as chief executive is require to make sure as the high official in the branch that the lower official are carrying out the law faithfully on his discretion
