    Only the second. All Federal judges serve indefinite terms, limited only by Congress' power to impeach and remove them. Congress has never decrease the size of the Supreme Court, but it has increased it. The President's consent is not necessary to impeach a Federal judge or Supreme Court justice -- Congress has that sole power.
