    A is wrong because even though they were free, they decided to stay because they had no money or nowhere else to go (they at least stayed til the harvest was over)

    "The people are not able to pay the tuition, but they want to send their children to school." both definitely not rare...there were/are a lot of poor people, yet everyone wants their children to have the best opportunities

    "All freedmen--with no lawful employment --shall be fined a sum--and imprisoned --" translates to "if you are free, but you have a job illegally, then you will be fined and sent to jail"

    either that or A, not sure how prevalent freed slaves were able to rent land (ie if it was rare or not)
