    Speaker of the House, as the Vice President is the President Pro Tempore of the Senate. I believe the fourth place spot goes to the Secretary of State, after the P, VP, and SoH are vacated. Gerald Ford is the only president to have ascended as as such, after Agnew and Nixon both resigned for different issues.
