    change 20% to a fraction (1/5) multiply it to total (1/5 times 139.76) thats your answer

    And I would say it would probably be easier to just change it to a decimal (.20) instead of a fraction (1/5)

    No, take a calculator and mutiply .20 by 139.76. you should get 27.952, and you round that to the nearest 2 decimal places since it is money, so it is 27.95
