Hypertension happens when there is the fluid pressure of blood in the arteries is too high. The question sort of asks what causes hypertension - what goes wrong and leads to this condition? Is that much clear?

It can be caused by that. It can also be caused by kidney disease that affect body fluid volumes and concentrations.
