here has been no technological breakthrough that has affected Olympic swimming

    No, but the military has. While it doesn't seem like something very scientific, certain branches such as the Navy have specialized swimming fins that allows them to swim quicker and more efficient then without them

    Yes there has, think about the shark scale like suits that Speedo created that were then banned.
