As I've said, command economies are run by government, and government's aim is to make the level of distribution similar, so everyone's wages are relatively the same (not a big income gap)... Also, no matter how hard workers work, they get the same level of income as everyone else, so you can judge this on equality, fairness, etc... and some workers may think they deserve a higher wage than everyone else, so may be unhappy with the system, while some people who don't think they could earn much for a living, are happy with the system, as everyone's on a similar level... and you could compare this with a free market economy, where I've given you points on already...
